Record-keeping measures of a coordinating nature that ensured that the security interests of armed forces personnel did not conflict. In the case of a blocking conflict and registration of the same person, priority was given to blocking, considering the possibility of reciprocal exchange of information and agreement of the further procedure according to the advantage of the development or use of the person concerned. Permanent or one-time blocking of a person was understood as a notification to the requesting service via the operational-supervisory officer on the transfer of the blocked person across the Czechoslovak border. Permanent and one-time blocking of persons (motor vehicles and things) was ensured only by the secretariat of the Federal Ministry of the Interior, the central operation centre, at the written request of the relevant departments of the SNB and the military units of the Ministry of Interior.
